Tulsa Housing Authority

The Hilltop is a new 106-unit affordable housing community in downtown Tulsa, developed on the former Sunset Plaza site in partnership with the Tulsa Housing Authority. The development includes 20 units designated for individuals transitioning out of homelessness, supported by local funding and wraparound services — representing a meaningful step toward expanding access to quality housing and advancing downtown revitalization.

Designed as a vibrant, community-focused place to call home, The Hilltop reflects Willowbrook's continued commitment to projects that strengthen neighborhoods and serve residents across all walks of life.
